Emmy Hildebrand, CEO, recently shared powerful insights about veteran homelessness in Indianapolis through an op-ed published in the Indiana Business Journal. Her piece sheds light on both the challenges our community faces and the remarkable progress being made to support our nation’s heroes.
In her op-ed, Emmy challenges the traditional understanding of homelessness by highlighting what HUD’s definition doesn’t capture. While federal definitions focus on literal homelessness—those living unsheltered or in shelters—the reality of homelessness is much broader and includes those without their own shelter staying with friends, individuals couch surfing, or even those scraping together money for hotel rooms. These invisible struggles often go uncounted but are no less real.
The recent Point-in-Time Count revealed sobering numbers when it comes to homelessness in Marion County. On January 22, 2025, the day of the PIT count, 1,815 of our Indianapolis neighbors experienced homelessness. Sadly, among those 1,815 individuals, 125 were veterans. What makes this particularly heartbreaking is that veterans account for 8% of the homeless population in Marion County, while up only 4% of the county’s total population are veterans.
Despite these challenges, Emmy’s op-ed highlights extraordinary progress in addressing veteran homelessness. Indianapolis saw a 26% reduction in veteran homelessness this year alone. Since 2021, there has been a remarkable 51% decrease in veteran homelessness in our city. This didn’t happen by accident—it’s the result of dedicated organizations, committed staff, and generous community support working together.
Emmy’s message is clear: progress is happening, but the work is not yet finished. The solution to homelessness is housing paired with supportive services. Every veteran served represents someone who sacrificed for our freedom and deserves our commitment in return.
